Why Asset Management

Included in the functions of Municipalities is to promote the social and economic development of the community.

Assets management is important because Municipalities construct infrastructure that will provide these services to the community. It is therefore important for these entities to know how to account for the construction of these facilities and ensuring the accuracy of the financial records which need to be reported to the various stakeholders.

Municipal officials also need to be equipped with the resources to be able to fulfill their responsibilities which means the procurement of laptops desks, chairs, vehicles etc. These assets also need to be accounted for correctly in the financial records.

Maintaining these facilities maximizes the value of the assets which minimizes the need to rebuild these assets therefore asset maintenance is an important aspect of assets management. It ensures that assets are able to be used for the maximum years which is primarily what we mean by effective and efficient assets management. In addition, this allows monies to be allocated to other spheres of the Municipality to maximize service delivery.

CMAM – National LG Asset Management Indaba

Enterprise Asset Management Services attended the National LG Asset Management Indaba 2022 on 23 – 24 November 2022. We had the pleasure of interacting with delegates from all Provinces and the opportunity to tell them about the services which the company provides.

Our director had the privilege of delivering a speech and said the following;

“When I started in Assets Management, I started as someone who was excited to have gotten a new job and I did not anticipate that it would be something that I would find my passion in. Assets Management is something people tend to shy away from but we need to remember the importance of Assets Management. The smaller assets which you carry today enable you to fulfil your duties in service delivery. Infrastructure assets enable our Municipalities to fulfil their responsibilities as a Local Municipality. It goes without saying that this can be a very challenging environment but the was exposed to Assets Management within the Public Sphere, the more I realized that I as an individual, I had so much to learn as well as contribute.

One of the gaps I noticed during my years is the need for skills transfer as well as capacity training. We have entities that don’t have anyone in the Assets Department, we have entities that only have one person within the Departmemt and you consider all of the work that that individual is required to be responsible for and provide oversight over.  This is only one of the ongoing challenges that continue to impact our Public Entities.

So when I started Enterprise Asset Management Services, I did so because I wanted to give myself an opportunity to do things a bit differently. I think one of the things we do as consultants is that we forget to teach others where we are given the opportunity to consult. We sometimes want to gatekeep information so that we are called back and so much reliance is placed on us that Municipal staff have no other choice but to consult with us.

One of our objectives at EAMS is to teach and capacitate individuals about proper Assets Management so that they are able to improve on their asset management practices. We often say that it takes a village to raise a child and our democratic South Africa is only 28 young. We still need that village to come together to help us get Assets Management to where it needs to be to be able to fulfil the responsibilities we have to our communities.

I would also like to take this opportunity to thank CMAM for the work that they have done in creating such a platform for us to come together as a village and we as EAMS are very grateful to have such an opportunity to be part of this conference because it’s a space where we can all meet and discuss the challenges which we are facing in the Asset Management space and share ideas on sections we can improve and how to go about implementing them so that we can take back to our work stations and Municipalities and create a chain of information sharing.

I would like to ask of each of the attendees today to open their mind and challenge themselves to not leave this conference without learning something new. And take that knowledge back to your Entity and teach those who were not able to make it today. I would like for each person to make it their responsibility to contribute to the effective and efficient as this does not rest only with the Municipal officials.

As I close, I would like to add that most of us are at the end of the 2021/2022 financial year audit and looking back, there are those things we could have done better and more accurately. I’m not just referring to GRAP standards but internal controls which is what Asset management is about, efficient and effective controls. I hope that we have taken the audit as a learning curve and have taken note of those things we can improve and make a commitment that 2022/23 will be a better outcome not just for compliance purposes but for the community at large because our first and primary objective as Municipalities is to provide a democratic and accountable government for local communities.”

Our Business Process

Here Is How We Work

When it comes to assets management, our approach is simple, we start with the basics which are the business processes of an organization as the solution is tailored to align to the processes of the entity. We look at the below workflow(s):

Process

  • Budgeting For Capital
  • Receiving The Goods
  • Making Payment
  • Maintenance Plan
  • Procuring Assets

Explanation

  • The planning and budgeting for capital expenditure.
  • The process of receiving the goods or services for the asset
  • The process of making payment for the goods and services delivered.
  • Lastly but also very important is the maintenance plan for the assets procured, this is more important for Infrastructure assets which also take up the majority of the capital budget.
  • The process of procuring the asset required and the relevant approvals
